박근혜 대통령은 21일 고고도미사일방어체계(THAAD·사드)의 한반도 배치에 대한 반발을 겨냥해 “사드 외에 북한 미사일로부터 국민을 보호할 수 있는 방법이 있으면 부디 제시해보라”고 했다. 대통령의 말은 순서가 틀렸다. 사드 배치를 결정하기 전에 먼저 이렇게 물어보았으면 ‘소통하는 대통령’이라는 평을 들을 수 있었다. 하지만 밀실에서 다 결정하고 도장까지 ‘쾅쾅’ 찍은 뒤 이렇게 말하면 그저 호통이 되고 만다.
박 대통령은 사드 말고 다른 방법이 뭐가 있느냐고 호통치기에 앞서 국민 보호를 위해 들여오는 사드가 왜 국가 주요 기관과 전체 인구의 절반이 모여 있는 수도권을 방어하지 못하는지 먼저 설명해야 한다. 사드는 미군시설 지역에 배치하고 수도권에는 기존 패트리엇 미사일을 보강해 방어한다는 국방장관의 계획이 사실이라면 사드가 국민 보호를 위해 필요하다는 주장은 애초부터 성립되지 않는다.
사드와 같은 미사일방어(MD) 체계는 기본적으로 적으로부터 공격받았을 때 반격하는 시스템으로, 자국의 군사적 자산 보호가 우선이다. 선제공격을 하면 다 같이 죽게 된다는 ‘상호확증파괴’ 논리에서 출발해 상대 공격력을 무력화시키고 전략적 우위를 점하는 단계로 진화한 것이 MD다.
만약 북한이 공격을 해온다면 군사적 관점에서 가장 먼저 보호해야 할 대상은 반격에 필요한 군 시설과 장비다. 미군이 사드를 수도권이 아닌 군 시설, 그중에서도 핵심적 전력인 미 군사기지를 보호할 수 있는 곳에 배치하려는 것은 당연하다. 따라서 ‘국민을 보호하기 위해 사드가 필요하다’는 주장은 미국 요구에 따라 사드를 들여오기 위한 명분에 불과하다.
사드는 군사적 효용성이 검증되지 않은 미완성 무기체계다. 북한이 사드를 피해 남측을 공격할 수 있는 수단은 너무 많고 다양하다. 이 때문에 사드가 북한의 도발을 막아줄 것으로 기대하기는 어렵다. 북한이 도발을 계획했다가 자제한다면 그것은 사드가 아닌 다른 이유 때문일 것이다. 한·미가 사드를 사용해야 할 상황이라면 이미 전면전이 벌어진 상태임을 의미하기 때문에 인명과 재산 피해는 발생한 뒤다. 결국 ‘사드 배치→북한 미사일 공격 차단→국민의 생명과 재산을 지킨다’는 논리는 ‘코끼리를 냉장고에 넣는 3단계 방법’만큼 허망하다.
사드로 전쟁 자체를 막을 수는 없다. 국민 보호는 사드가 아니라 ‘외교와 전략’으로 하는 것이다. 정말 국민 안전이 목적이라면 전쟁을 방지하고 평화를 유지할 수 있는 길이 무엇인지를 생각해야 한다. 국제 공조를 통해 평화유지 메커니즘을 만들고 북한의 핵·미사일 프로그램을 단계적으로 동결·폐기시키기 위한 외교적·전략적 노력을 기울이는 지난하고 고통스러운 길을 차분히 한발씩 걷는 방법 외에는 대안이 없다. 평화를 유지하고 국민 안전을 도모하는 일이 사드 배치와 같은 단순한 조치로 이룰 수 있다면 한반도 문제가 왜 이 지경까지 왔겠는가.

Missile defense (MD) systems like THAAD are primarily a counterattack system that is activated when under attack from the enemy. Its priority is to protect the military assets of the nation. Missile defense sprouted from the logic of "mutually assured destruction (MAD)"뾭re-emptive attacks would bring about the annihilation of all parties. This evolved into a search for ways to neutralize the striking power of the opponent and to occupy the strategic advantage뾲he current missile defense system.
If North Korea launches an attack, from a military point of view the first thing that we need to protect are military facilities and equipment necessary to fight back. It is natural that the U.S. military wants to place the THAAD missiles not where they can protect the Seoul metropolitan area, but where they can protect military facilities, particularly the U.S. military bases, which are their key fighting power. Therefore, the argument that THAAD is necessary to protect the citizens is simply an excuse to introduce THAAD according to the request of the U.S.
THAAD is an incomplete weapon system, whose military effectiveness has yet to be verified. There are so many various ways that North Korea can attack the South while evading THAAD missiles. Thus it is difficult to expect THAAD to prevent the North's provocation. If North Korea planned an act of provocation, but refrained, it is not because of THAAD, but because of some other reason. If South Korea and the U.S. are in a situation where they need to launch the THAAD missiles, it would mean a full-scale war is already in progress. In other words, there will already have been casualties and property damage. In the end, the logic that the placing of THAAD would prevent North Korean missile attacks, eventually making it possible for the military to protect the lives and property of the people is as ridiculous as the three steps on how to put an elephant into a refrigerator.
We cannot stop a war with THAAD. Protecting the people is not something done by placing the THAAD system in our country, but by engaging in diplomacy and devising effective strategy. If the goal really is the safety of the people, the government should think about how to prevent war and maintain peace. There is no alternative other than to calmly take one step at a time on an arduous and painful road by creating a mechanism to maintain peace through international cooperation and by putting in diplomatic efforts and implementing strategies to gradually freeze and abandon North Korea's nuclear and missile program. If peace could be maintained and public safety secured by such a simple measure as the placement of the THAAD system, why would the Korean Peninsula be in the current state?
